NCWM traces its origins to 1905, when the National Bureau of Standards called for a meeting of the states to address the lack of uniform standards and, in many cases, regulatory oversight. Participants decided to meet again the following year, marking the birth of the National Conference on Weights and Measures. The organization's first model standards were published in 1915 as tolerances and specifications for weighing and measuring devices.
Over a century later, NCWM has evolved into a not-for-profit corporation with full-time staff and volunteer leadership. It established the National Type Evaluation Program (NTEP) in 1984. In 2024, the organization changed its name to the National Council on Weights and Measures to clarify that it is more than just a meeting. The 2026 gathering in Philadelphia is the 111th Annual Meeting.

The meeting is intended for state and local weights and measures officials, federal agencies, device manufacturers, retailers, and other stakeholders involved in commercial measurement standards. It is where national standards published in NIST Handbooks 44, 130, and 133 are developed.
Standard registration is $550 for members and $675 for non-members, with $0 rates for retired members and students, and one-day (Sunday or Tuesday only) rates of $250 for members and $375 for non-members. These rates apply when you register by July 18th, 2026, and registration is completed online through the NCWM website.
